\u00bfPor qu\u00e9 Argentina y Noruega?<\/b><\/p>\n

A primera vista, Argentina y Noruega pueden parecer pa\u00edses poco relacionados en materia de actividades espaciales. Sin embargo, un an\u00e1lisis detallado muestra que comparten posiciones geogr\u00e1ficas estrat\u00e9gicas, cruciales para el tr\u00e1fico de sat\u00e9lites en \u00f3rbita terrestre baja (LEO), lo que los convierte en actores clave en las operaciones espaciales y la sostenibilidad.<\/span>
\n<\/span>A su vez, ambas naciones han firmado acuerdos de cooperaci\u00f3n bilateral y comparten intereses en derecho espacial, sostenibilidad y desarrollo tecnol\u00f3gico.

\"\"<\/td>\nGunnar HEL\u00d8E<\/strong> Tiene una larga y variada carrera en la Marina Real de Noruega. Ha navegado como comandante y comandante de escuadr\u00f3n de lanchas misil\u00edsticas torpederas (MTBs), y cuenta con una amplia experiencia tanto nacional como internacional. Es Master of Science por el Royal Naval Engineering College del Reino Unido y egresado del Canadian Forces’ College. Entre 2001 y 2004 fue Secretario de Estado (Viceministro) en el Ministerio de Defensa de Noruega y posteriormente ocup\u00f3 otros cargos en dicho Ministerio. Fue agregado de defensa en la embajada de Noruega en Estocolmo de 2004 a 2008, y en Mosc\u00fa de 2015 a 2019. Se retir\u00f3 del servicio militar en 2019 con el rango de Comodoro (Flotilla Admiral). Gunnar asumi\u00f3 el cargo de Director de NIFRO en 2021.<\/td>\n<\/tr>\n
\"\"<\/td>\nChristoffer SKARLE <\/strong>Primer Secretario y Jefe Adjunto de Misi\u00f3n de la Real Embajada de Noruega en Buenos Aires.
\nTras graduarse como abogado en la Universidad de Oslo (2012), se desempe\u00f1\u00f3 como asesor jur\u00eddico del Estado Mayor, fiscal adjunto en el Ministerio P\u00fablico y juez suplente en el Tribunal de Distrito de Oslo. Entre 2015 y 2020 trabaj\u00f3 como asesor jur\u00eddico en el Ministerio de Justicia (Direcci\u00f3n General de Pol\u00edtica Legislativa) y en el Ministerio de Defensa (Direcci\u00f3n General de Pol\u00edtica de Seguridad). Ingres\u00f3 en la carrera diplom\u00e1tica en 2020. \"\"<\/td>\nLeonardo COMES PENALVA<\/strong>Es un experimentado gerente de tecnolog\u00eda con una s\u00f3lida trayectoria en operaciones de segmento terreno satelital, telecomunicaciones e infraestructura de tecnolog\u00eda espacial.
\nActualmente lidera el Departamento de Tecnolog\u00eda de la Comisi\u00f3n Nacional de Actividades Espaciales (CONAE), la agencia espacial argentina, y es Vicepresidente del Directorio de VENG, una empresa tecnol\u00f3gica. A lo largo de su carrera, que comenz\u00f3 como ingeniero de segmento terreno y lo llev\u00f3 a la gesti\u00f3n tecnol\u00f3gica, ha trabajado en operaciones satelitales, sistemas de RF y la implementaci\u00f3n de estaciones terrenas. Ha desempe\u00f1ado un rol clave en proyectos como el despliegue de estaciones de control satelital en Tierra del Fuego y en futuras infraestructuras en la Ant\u00e1rtida y el norte argentino. \"\"<\/td>\nVincent <\/strong>SEFFINGA<\/strong> Es investigador en el Departamento de Filosof\u00eda, Cl\u00e1sicos e Historia del Arte y las Ideas (IFIKK) de la Universidad de Oslo, donde trabaja en el proyecto \u2018Dynamic Territory\u2019. La investigaci\u00f3n de Vincent se centra en un enfoque cr\u00edtico del derecho internacional p\u00fablico, en particular en las \u00e1reas de gobernanza de los bienes comunes globales, derecho espacial internacional y derecho y tecnolog\u00eda. Antes de ocupar su posici\u00f3n actual, Vincent obtuvo su doctorado en el Instituto Universitario Europeo (EUI) de Florencia, Italia, en 2024. Su tesis, titulada \u2018(In)evitable Tragedy: The Difficulty in Realising Outer Space Governance\u2019, examin\u00f3 los problemas estructurales que dificultan una gobernanza igualitaria y sostenible del espacio ultraterrestre. \"\"<\/td>\nDag GUSTAFSON <\/strong><\/strong>posee t\u00edtulos universitarios en historia, ciencias pol\u00edticas y derecho de universidades de Estados Unidos y el Reino Unido, adem\u00e1s de estudios complementarios en Noruega y B\u00e9lgica. Tiene experiencia tanto en el sector privado como en la administraci\u00f3n p\u00fablica, trabajando en temas relacionados con refugiados, navegaci\u00f3n, derecho internacional, telecomunicaciones, pol\u00edticas de investigaci\u00f3n e innovaci\u00f3n, as\u00ed como en el \u00e1mbito espacial. Ha participado en foros representando a Noruega ante la ONU, la UE, la EFTA y la OCDE, adem\u00e1s de llevar adelante una amplia cooperaci\u00f3n bilateral con otros pa\u00edses.<\/td>\n<\/tr>\n

\nSus principales \u00e1reas de trabajo incluyen el derecho de la energ\u00eda y el asesoramiento en cumplimiento normativo, incluidas las sanciones internacionales y los reg\u00edmenes de control de exportaciones. However, when analyzed in detail, <\/span>they share strategic geographical positions<\/b> that are crucial for Low Earth Orbit (LEO) satellite traffic, making them key players in space operations and sustainability.<\/span><\/p>\n

Both nations have signed <\/span>bilateral cooperation agreements<\/b> and share interests in space law, sustainability, and technological development. <\/span><\/p>\n

Panel 1: Norwegian and Argentine Space Sectors<\/b><\/h1>\n\n\n\n\n\n\n\n
\"\"<\/td>\nGunnar HEL\u00d8E <\/strong>has a long and varied career in the Royal Norwegian Navy. He has sailed as commander and squadron commander of Missile Torpedo Boats (MTBs), and has broad national and international experience. He holds a Master of Science degree from Royal Naval Engineering College, UK, and is also a graduate of the Canadian Forces’ College. From 2001-04, Hel\u00f8e was State Secretary (Deputy Minister) in the Norwegian Ministry of Defence, and he has served in the Ministry in other positions later. Hel\u00f8e was defence attach\u00e9 at the Norwegian embassy in Stockholm 2004-08, and in Moscow from 2015-19. He retired from military service as Commodore (Flotilla Admiral) in 2019. Gunnar started his position as Director of NIFRO in 2021.<\/td>\n<\/tr>\n

He entered the diplomatic career in 2020. Prior to his current position, he served in the Legal Counsel and the Directorate General for Regional Affairs at the Norwegian Ministry of Foreign Affairs.<\/td>\n<\/tr>\n
\"\"<\/td>\nLeonardo COMES PENALVA <\/strong>is an experienced Technology Manager with a strong background in satellite ground segment operations, telecommunications, and space technology infrastructure. He currently leads the Technology Department at CONAE, Argentina’s space agency, and serves as Vice President of the Board of Directors at VENG, a technology company. With a career spanning from Ground Segment Engineer to technology management, he has worked in satellite operations, RF systems, and ground station implementation. He has played a key role in major projects such as the deployment of satellite ground stations in Tierra del Fuego and upcoming infrastructure in Antarctica and northern Argentina. He has also collaborated with space agencies such as NASA, ESA, ASI, and the Norwegian Space Agency.<\/td>\n<\/tr>\n

Vincent\u2019s research focuses on a critical approach to public international law, in particular in the areas of global commons governance, international space law, and law and technology. Prior to his current position, Vincent obtained his Ph.D. from the European University Institute (EUI) in Florence, Italy in 2024. His thesis, titled \u2018(Un)avoidable Tragedy: The Difficulty in Realising Outer Space Governance\u2019, examined the structural issues inhibiting the egalitarian and sustainable governance of outer space. He has experience from both the private sector and as a civil servant working with issues related to refugees, shipping, international law, telecommunications, research and innovation policy as well as space. He has participated in forums representing Norway in the UN, EU, EFTA and OECD as well as extensive bilateral cooperation with other countries.<\/td>\n<\/tr>\n
\"\"<\/td>\nIrina FODCHENKO <\/strong>is a dual-qualified industry lawyer at Advokatfirmaet Schj\u00f8dt with extensive experience across multiple legal systems and business cultures. Her principal areas of work include energy law and regulatory compliance advisory, including international sanctions and export control regimes. She holds a PhD from the University of Oslo, where she examined how different national legal cultures shape licensing, safety, and environmental regimes for offshore petroleum operations. Fodchenko is an active contributor to academic research and policy discussions, with a particular focus on comparative law and its implications for cross-border regulatory cooperation.<\/td>\n<\/tr>\n
\"\"<\/td>\nJuan Cruz GONZ\u00c1LEZ ALLONCA <\/strong>is an attorney specializing in space law, graduated from the University of Buenos Aires (UBA), and holds a master\u2019s degree in systems engineering from the National Technological University (UTN). He is currently the Director of the Interdisciplinary Center for Space Studies (CIEE). He has served as a board member of the National Commission on Space Activities (CONAE) and as Vice President of the company VENG. Additionally, he is a professor and researcher in the Department of Aerospace Engineering at the Faculty of Engineering of the National University of La Plata (UNLP).
